Questions about wordpress news site

Hello everyone,
I am not sure if my topic belongs here or in somewhere else here in forums.
I use wordpress locally for developing a site, so if this topic belongs elsewhere, please a moderator move it there.I am totally new in wordpress, and I am impressed by its capabilities, I really do.
I am coming from visual designed sites with dreamweaver, and I am struggling to design a page exactly the way I want it.
This is the main reason I resisted to a transition to cms, as I want to control any element precisely on my pages without programming and with easiness, and dreamweaver did this in excellent way. Now, of course I am new here, but I am struggling to do something like putting a table with columns in a page, while in dreamweaver I would have done it in seconds. But lets see what can be done with your help.I will tell you what I want to do, and please tell me the easiest way to do it, as I am not into programming.
I want to setup a local news portal site. I have already downloaded several themes of this section.In my homepage:
– I want to have defined(somehow), specific areas that will display news from specific genres(culture, opinions, etc). How such a thing can be setup?
One thing is the general post organizing: Should I post articles that belong to specific category? Or tags?
The other thing is the displaying. I want something like invisible grid or columns, to display the news in a vertical way, lets say each section/column to display about the latest ten news of a category/genre, like three columns in a row. How can I do it? Is it a matter of theme? Or widget areas? Can I use a plugin for this task, to help me work it out?
To have my news articles displayed in a serial way all-together down the page, it is the worst I can have, and this is what I am seeing now.– I want in each news area of my hope page, to display only post titles. No clutter. And ‘excerpt’ capability or ‘read more’ is not enough for me. Is there any easy way to post something like only titles? I wonder with such dozens capabilities inside wordpress, that I am not finding a straightforward way to do this simplistic task. Is there any plugin to do it? Or I am forced to show at least the first lines of each post whether I want it or not?

Hi, I’ll give you a few pointers on this, first off, are you planing to use a WordPress.COM hosted WordPress site?
You may want to take a few moments to weigh up the pros and cons of using WordPress on a WordPress.COM hosted as opposed to hosting it elsewhere.

Please bear in mind, this forum is specifically for WordPress.COM hosted support queries.
That said, the core functionality is the same, I am sure you can easily achieve what you desire by careful choice of themes and specific setup configurations within that theme. Bear in mind, if you wish to ‘veer off the path’ much with regards to how far you want to tweak your sites layout and appearance, you may need to consider whether to invest in a paid plan here at WordPress.COM, which allows greater customization (CSS), or indeed whether you would be better off with full control over every aspect of your WordPress site, in which WordPress.ORG might be a better option.
If you choose WordPress.COM you will probably find it best to post single questions regarding a specific task or thing you need help with as this is more manageable that asking all in one question, which can quickly get unmanageable!
You say you have already downloaded several themes, rather than installed them, which would be the usual way when using WordPress.COM sites. Again if you can confirm that you are indeed planning on using a .COM hosted site, we can then point you in the best direction as to what your next steps might be.
