Questions about WordPress.com Premium

Hello!
I started wordpress using two weeks free trial on 7/23/2015, and since two weeks has passed I am on Premium since I select it to be my plan.So now, I can use all the things that Premium offers, right?
I have a few questions regarding the service on this plan.
1) Using Premium, can I have plugin of multi-lingual? I want to have English and Japanese
2) Can I use the theme I found on WooTheme?
WooTheme: http://www.woothemes.com3) do you offer plugin of having gallery on page? what I mean by this is that I want to put pictures with comment on the page called” gallery” or “sketch” so the page is full of pictures like museum.

No. Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. You are confusing WordPress.ORG and WordPress.COM. For that type of functionality you’d need a self-hosted site running on a paid web hosting service.

2) Can I use the theme I found on WooTheme?
No. username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.

You cannot install any custom theme or any third party theme into any wordpress.COM hosted blog and there is no upgrade that changes that. The “add new theme” option does not exist on any WordPress.COM hosted blogs. You are confusing WordPress.ORG software with WordPress.COM hosted blogs.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

create child themes,
create our own themes,
edit templates,
create own own layouts,

You need to be very clear on what is offered and what is not possible.
