Hello, I already have a domain name purchased, as well as a working website using weebly.com. I would like to use Word Press simply for my blog that I will be attaching to my website. Is there a recurring fee in order to do this? I am also interested in purchasing a Premium Template (probably Photolia). Would this be a one time purchase or would there be an recurring fees associated with this purchase? Please help me to understand this, so that I can proceed with a template purchase as soon as possible. And can you be refunded if you do not like how the template looks?

In order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from. To register a WordPress.com blog see here > http://en.support.wordpress.com/register-a-blog/
If you have registered a .wordpress.com blog you log in as Admin under the exact same username account that registered the blog and purchase an annually renewable domain mapping upgrade for the blog.

Dashboard > Store > My Upgrades is where you do the primary blog set up knowing it can take between 24 – 72 hours for domain name propagation to take place throughout the internet. You can view the DNS changes here > http://www.whatsmydns.net/ What’s important during that stage is to be patient.

Refunds
Provided you are logged in under the same username account that purchased the upgrades, you ought to be able to request a refund from your dashboard > Store > My UpgradesWordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, http://en.support.wordpress.com/domain-mapping/cancel-domain/ and Guided Transfers.
