Quick tag and category management/editing for a large number of posts

Hi,
I have a ton of posts, tags and categories on my blog. That’s a good thing. However, I’ve been as stupid as to change my tagging and category policies on quite a few occasions – the first was when tags were introduced – and as time has gone by it’s evolved into quite a mess.
In a perfect world, WordPress would have a grand unified (etc.) tag and category management system, where one could edit (create, delete, remove, modify, whatever…) these things and apply the edits to a large number of posts in a fly.
As it is today, I’m basically stuck with having to do all this on a post-by-post basis – which is slow.
So I was wondering if I could export the content of my blog and edit it locally on my pc and then import it back onto the blog. Does anyone have any experiences with this – and more important: would this be a tremendously stupid way to proceed for me?

Just to clarify: I want to rid all my posts of their existing tags and categories and do a do-over.

I’m in the same boat as you are, so I agree that I’d like to see more options to modify categories.

You can mass delete categories and tags in Posts > Categories and Posts > Post Tags.
You can mass add categories and tags to posts in Posts > Edit: tick boxes, select “Edit” from the “Bulk Actions” scrolldown, click Apply, etc.

The bulk actins-option would be a good idea if you could display, say, an entire years worth of posts on a single page in the backend, rather than having to cycle between pages.

Besides, when you do use the bulk actions-option the changes you make are applied to all affected posts. I know thats the whole point but let me illustrate a problem:
I have two posts: A and B, and I want to change the their category as well as apply tags. If I use bulk actions I can do both in one go. But if I want to apply different tags to both posts but keep the same category, I have to do it in three steps – if I use the bulk actions for categories.

You can: Posts > Edit > Screen Options > Posts per Page.
