    To the best of my knowledge WordPress.com doesn’t use resellers for their service as upgraded plans need to be paid for (annually in advance) at the point of purchase. There should be a discount if paying for two years initially. There is no CD or USB dongle provided as a Business plan site is held on WordPress.com servers.

    You can purchase a subscription on behalf of your customer, but you will be the owner of the subscription.

    You can transfer ownership of that subscription to their account, but they will then need to renew it.

    You can purchase a subscription on behalf of your customer, but you will be the owner of the subscription.

    It doesn’t sound like a good idea to me because whatever domain/site you create will be owned by you and attached to your own email address and Livechat support will also only be available to you as the owner of the site. Unless you planned to make someone else an editor/admin on the site and were prepared to renew this site annually yourself you would need to transfer ownership of site and domain (after the 60 day lock) to a different WordPress.com account created by the person who needed the site so they would have full access to site and renewals.
