The option to add custom CSS is only available through the Premium and Business plans:
https://wordpress.com/pricing/
rosestheshop.wordpress.com is currently using the Free plan so you would need to upgrade in order to use this feature.

Your site, rosestheshop.wordpress.com, is working on a Free plan. Do you have any other WordPress.com site where you wish to apply CSS?
Please remember that CSS editor is available only on WordPress.com premium/business plans. To use CSS editor, you have to upgrade your plan to either of these plans. See this to check various plans offered: https://wordpress.com/pricing/.
If you have already upgraded your site to these plans then you can use CSS editor from Customizer. Visit My Site -> Customize (button next to Themes on the left panel of your Dashboard). See below support documents for more details:
