Random Numbers in URL: Scam?

  I am trying to build a website for a client and it keeps demanding we either pay for a URL or insert random numbers into the URL. I have been making websites with you for years and I have never had this problem before. Why are we unable to select wordswewant.wordpress.com instead of wordswewant123456789.wordpress.com? Is this a scam to force people to buy hosting services?

  Ok, it’s also inserting a blog address that I don’t use into this post and I’m unable to edit my post, but that is NOT the blog I am referring to.
