  This account belong to the old owner , and I can’t update any how can I fix it ?

  I can access the account , but when I took over, I removed all the old owner details and that make nothing working for me , at the same time next to the URL it says that the website is not secure

  Since this site is not hosted with WordPress.com that staff-blorbo explained above please use the WordPress.org forum that staff-blorbo gave the links to in his reply.

  Only the hosting provider where the site is hosted can take it offline.

  The WordPress.org forums also won’t be able to help with this – they provide support for the open source WordPress software, but this is not a software issue. It’s a hosting issue.
