There are many free themes you can use to build out your site/blog. You can also purchase a theme if you prefer to use one of the premium themes. When you purchase a premium theme, you can continue to use that theme for as long as you like.

Free and premium themes from https://wordpress.com/themes/ are for use on WordPress.com hosted sites. If you are going to be hosting a site elsewhere, you may want to look through the vast theme repository at https://wordpress.org/themes to find a free theme to use on that site.

WordPress.com does show some limited ads on your free site. The hosting of the site is still free, even if you are using a premium theme. You may want to upgrade your WordPress.com hosting account to a Premium account. This will stop the ads.

Purchasing a premium theme does not change the amount of storage you get at WordPress.com. If you want to increase your storage you can upgrade your WordPress.com hosting account to a Premium or a Business account.

Premium will cost you $99/yr and includes a custom domain name (no wordpress.com in the domain). If the only premium feature you want is the custom domain, you can purchase that separately. You can read more information on that here: https://en.support.wordpress.com/domains/register-domain/
How do I host my website with Godaddy.com?
If you want to host your WordPress website with GoDaddy, you will need to contact them and setup an account with them. That is as far as I can help you with that. This forum is for WordPress.com hosted sites. If you want a support forum to discuss WordPress.org self-hosted sites, you can go to http://wordpress.org/support. You will need to go there and create a separate account for the support forums there.
