  The only way to prevent reblogging http://en.support.wordpress.com/reblogs/ is to make your blog visibility private > Settings > Reading
  http://en.support.wordpress.com/settings/privacy-settings/

  P.S. Some bloggers post notices in a text widget in their sidebar stating they do not want their posts to be reblogged. That has zero impact on anyone who wishes to reblog the posts anyway but If you wish to, then you can do that.
