Re enable purchase of premium account

Hi, I’ve been trying to make a premium purchase but it doesn’t go through. I keep getting an error message to contact you, to re-enable purchases. May I know the reason behind this error? I need to get my website started asap. Please assist. Thanks

Hi there, if you see a notice that your purchases have been disabled, there should also be a link there to contact the WordPress.com billing team that handles this.
