RE – Plugin Request: T1 Traffic Machine For www.safetypadlocks.com domain

I recently purchased the T1 Traffic Machine Plugin and would like the plugin feature adding to my account to allow me to install it.
I currently have a free wordpress blog lockouttagoutsafety.wordpress.com and have just transferred a domain to be hosted on it at a cost of 9USD / Year to allow me to utilise the above Plugin within it.
I notice however, there is no Plugin button on my account at present.
Please can you advise on what I need to do to include this plugin onto my wordpress domain / blog http://www.safetypadlocks.com
This plugin button is shown on the sellers website as part of the installation process

It is not possible to install plugins on WordPress.com, for security reasons. Plugins can only be installed on self-hosted WordPress blogs. If you are wondering how WordPress.com differs from WordPress.org, this support article explains the distinction: WordPress.com and WordPress.org
Purchasing a domain upgrade replaces your free lockouttagoutsafety.wordpress.com address with your domain, but your blog is still hosted here at WordPress.com and doesn’t support installing new plugins. To install that plugin, you’d need to set up a self-hosted blog using the open-source software from WordPress.org.
