Re-Skinning a Theme

I want to upgrade to premium, but not sure it does what I need it to do. I have a theme that I want to re-skin and will need to update the PHP and upload the new theme. Can i do this with Premium or should I rather move my domain? Thanks.

You should buy web hosting elsewhere. That will not be possible with any upgrade short of the $30,000 a year VIP program here.

You can re-skin a theme using CSS here at WordPress.com if you stick to the HTML/PHP structure in a theme (you cannot change that part here). If you are skilled with CSS, it’s possible to make some pretty dramatic adjustments. There is an option to turn off CSS for any theme using the Appearance > Customize > CSS > Fresh Start option. It’s an advanced option, and it basically turns off the theme CSS so that you have a blank slate to start with if you want to build your own CSS rules from scratch. It is not possible to edit the PHP for a theme here at WordPress.com though. A better choice if you would like to have full control of a theme is to use a WordPress.org setup. There is a list of hosts at http://get.wp.com/hosting/ if you’re interested, and you might also like this related support page: http://en.support.wordpress.com/com-vs-org/
