Re-use deleted site name

Hello
2 years ago (on 8 November 2015) I deleted a site, and have been waiting until now to recover that name.
I have tried to register a new blog in that name, but the name is still unavailable.
Do I have to apply to WordPress to release the old deleted site name, or will it become available automatically? -

What is the address you’re trying to use? We only release deleted URLs in very specific circumstances so there is no guarantee a URL will ever been recycled. If it’s not available when you try to register it, it means it hasn’t been recycled.
If it’s not recycled automatically, there is no way you’ll be able to use it again. You can see here for more info:

I am reluctant to put the blog name on here, as you or someone else will get it before me.
Are you staff? If so, you should be able to email me, and I will tell you the blog name by email.
It was originally my blog, and I deleted it (silly me), and at the time was told that the name couldn’t be re-used for 2 years. That 2 years is now up, and I would like to re-register the blog.

Who exactly told you that? I don’t see any previous contacts with support in your account history. I also see no record in your account’s logs that this account has ever deleted a site. This tells me you deleted the site using a different account. If the site URL matched the username for that account, it cannot be re-used by anyone.
The warnings on the page where you delete a site are very clear that deleting a site removes the address from our system and you won’t be able to use it again. Nowhere do we guarantee you’ll be able to use it again.

I was using a different user name at the time. The user name is the same name as the blog.

Here’s the bad news.
Deleting any .wordpress.com blog URL is not easily done and what you ask to do is not possible. One has to ignore at least three warnings stating that deletion is permanent and irreversible and then click a verification link in an email to delete a blog. That’s because deleted blog URLs are not recycled, regardless of who registered and deleted them and the only exceptions are made are for URLs that were deleted 2 or more years ago. http://en.support.wordpress.com/recycling-blog-names/
Now, that’s probably given away the blog name, so please don’t register it.

Sites already deleted by their authors two or more years ago may become available again, if they present no username or other technical conflicts. Do you see a deleted site with an address you would like to have? You can try registering a new site with that address here. If it is available, it will be yours.

You said above yourself the username of the account matches the blog name. That is a username conflict, which means the address cannot be recycled.
As there is nothing else we can do here I’m now closing this thread.
