  I recently downloaded a free template from WordPress.org and want to upload it to WordPress.com. I have read through forums to click “add new theme” under appearance and steps after that; but my problem is mine does not have that. Do I have to be a premium member (I’m current a free user) or is there a new way to doing this old method? Please help!

  This is not possible, for security reasons. No themes from elsewhere can be installed on WordPress.com blogs.
