Reading Settings Missing

My home page won’t display any blog posts. I read line that I need to change the front page setting under Settings–>Reading, but I do not have ‘Reading’ settings. I only see ‘Writing’ and ‘Discussion’ – no ‘Reading’. I did go to ‘Customize’ theme and set ‘Static Front Page’ to ‘Your latest posts’ but they’re still not showing up on the home page.
So two questions:
-Where are my ‘Reading’ settings?
-How can I get my most recent blog posts to appear on my home page?I’ve seen online advice say that you might need to ‘re-install’ WordPress to deal with this issue, but I didn’t ‘install’ anything – I just created an account online, so I’m not sure what ‘re-installing’ means.

You can access the Reading settings on your full dashboard. There should be a link to WP Admin at the bottom of the left column of your Dashboard/admin page. You also access this by adding /wp-admin/ to the end of your URL in the address bar. For example, https://yvrdating.wordpress.com/wp-admin/.
Once you are there, you can select Settings -> Reading. On this page you should see
Front page displays where you can adjust if you want to display your posts or a static home page.
