Real deal on Fixed Menu css

To make a navigation menu “sticky” (also called fixed position or “floating”) IS possible using css in a wordpress.com theme. …just like @justpi said and as @notchangingmyname did herself re: the thread null.
You must find the id and/or the class name, which is the correct css selector. The exact way is here.
Once you play around with the Developer matched rules pane css you can see which elements comprise the navigation menu (ie, the CSS Selector). BTW, in my Chrome Developer the pane doesn’t have a title ‘Matched Rules’ but it is easy to find right under the first section that has thestyle.element { }.
In my Stay theme the css selector for the entire top section of my blog is#mastheadwhich I found from within<header id="masthead">. Even though I initially thought I should use#site-navigationwhich I saw within<nav id="site-navigation">, I realized the Stay theme has a block element that includes the title, header image, and navigation menu that is called masthead which I could also use. So, moral of the story: each theme has a different menu selector but it CAN be found AND styled to be sticky. The real deal to it is changing the attributespostion: fixedandbottom: px(ortop: pxdepending on your preference). Ths, ths, ths @justpi for the wisdom that spawned my success. -
