Really confused about ads

The WordPress support page says that ads like AdSense aren’t allowed on WordPress, but then there are plugins like this one that are supposed to put AdSense ads on your blog. So…I’m a bit confused about this. Are third-party ads allowed on WordPress or not? Or do blogs have to meet some criteria to be allowed to use ads, or something like that?

Plug-in’s are for WordPress.ORG installs, you are on your own host not on WordPress.COM
Correct Adsense and other 3rd party ads are not permitted here on WordPress.COM.
If you have enough traffic and a custom domain name you can apply for Adwords, which is a revenue sharing system. But you need a lot of traffic to make it worth while.
