Rearrange page elements in Oxygen

I am trying to re-arrange the Oxygen theme so that the Subsidiary Sidebar appears to the right of the featured images section (which is in turn aligned left), so that the two page elements are flush with each other along their top lines. It’s possible to achieve this just by adding top:-xx px to the Subsidiary sidebar but it’s not a good solution because the amount of px required to shift the sidebar is going to differ on different displays and interacts badly with other page elements (which make it require a different number of px to shift it to the right place).
I think the solution has to be reorganising the pages HTML structure so that (as far as I can work out) #sidebar-secondary is outside of #content-wrap and a child of #main (as that is the current status of .featured-wrapper). Then I should just be able to float .featured-wrapper left and #sidebar-secondary right. First question then, will this work? Second, I’m not sure quite how to achieve it.
I’m using a static layout and writing my CSS in to a child theme, so in theory I think I just need to find template, edit the order in which things load. But I can’t work out where the template is stored in the folder directory, or where .featured-wrapper is being loaded.

I’m afraid you’re in the wrong forum. This support forum is for free WordPress.com blogs. It sounds like you’re talking about a self-hosted WordPress.ORG install as we don’t have access to base files and style sheets on WordPress.com blogs.
