rearranging order in which posts appear

  is there a way to rearrange the order that posts appear?

  Also, how do I manage my “home” portion of my page? The latest post shows up on the “home” page but I would like it so that only one post appears in the “home” part and every other post to go to their designated category. Is this possible?
