Hopefully, you understand that there is nothing preventing any blogger from quoting from any of your posts manually by copying and pasting or by using the RSS Feed entry and adding that same phrase. http://en.blog.wordpress.com/2012/01/22/reblogging-is-back/

Report the blog. Go to the front of it and in the dropdown click “Report this content” a form will open select “This content is spam” and complete the details and submit it to ToS Staff.

he reblogged my blog.. he is an actual person because I commented on my post he reblogged and told him he needed to take it down because he was violating my children’s rights using their photo without my permission which is something I could seek legal action over… he took it down REAL fast!

No. If you read the support doc at http://en.support.wordpress.com/reblogs/ what do you see there? The reblog feature provides the ability to reblog a post. A reblog appears on your blog as a post, not as a page. http://en.support.wordpress.com/post-vs-page/ -
Can I reblog my own blog to Tumblr?
Yes, you can. I use the Post To Tumblr browser extension with Firefox. It also works with chrome.
