Rebuild a Website in WP

Hi How are you? I was using a program called ClickFunnels to build my website. However the reason for using that program is no longer valid and I want to bring the monthly cost of my website down in price. I am planning to rebuild my site in wordpress and have bluehost as my host. My site is currently up an running and I do not want to take the site down until it is rebuilt. Can I build the site in wordpress before purchasing a subscription with bluehost? If not, how can I build my site in wordpress (after purchasing a bluehost subscription), but leave my current site up and running until the new site is complete?

There are two versions of WordPress. With the self hosted version, you need to download the WordPress CMS from here and upload it to your host (e.g.: Bluehost).
In the other version, WordPress.com, which is what this forum is for, you site will be hosted by WordPress and you do not need another host. The basic version is free, but there are several plans you can choose from to match your needs: https://wordpress.com/pricing/

I am confused. I have built websites before in dreamweaver and other programs but cant wrap my head around this. I still cant figure out how to set up my web address. Can You please just delete any work I currently have under any of my addresses so I can have a fresh start.

Also wondering how I can change it so it doesnt open up a new browser page each time I click a link. It is very frustrating and confusing to have multiple pages open.
