I went to my billing page and it doesn’t list any recent charges but was charged $30 in February.

How many username accounts do you have? Perhaps you are logged in under the wrong one. If you are referring to charges for upgrades made to any blog hosted by WordPress.COM here is where you find records of upgrades and payments for them on each individual blog’s dashboard:
Dashboard > Store > My Upgrades
