That will let you locate the charge and its reasoning, and then you can reach out to billing directly if you would like it cancelled.

Also, what happens when wordpress.com blog reverts from a WordPress Premium & loses the custom domain name?

If it’s a registered domain name, it will be canceled. If it’s just a mapped domain, it will cease to work for the site.
And, the rest of the features that a paid plan adds will be removed.

Thank you macmanx. it was mapped to blog.domainname.com utilizing a CNAME record with the host name blog & value businessname.wordpress.com. the domain is now hosted on a different platform and contains a blog hosted on the same platform = domainname.com/blog. The site owner wanted the wordpress.com blog posts recreated on the new platform w/ the new blog format, and the wordpress.com blog post urls redirected to the new blog post url structure. ex. businessname.wordpress.com/blog-post-url redirects to domainname.com/blog-post-url. Is this possible? please advise.

Yes, top move the site off of WordPress.com, please follow the steps at https://move.wordpress.com/
And to redirect the old site’s links, you’ll need a Site Redirect upgrade: https://wordpress.com/support/site-redirect/
