Receiving 'Invitation not sent, the user has blocked invite emails.' error

Hi,
Trying to invite user hb0179 to my blog and getting the ‘Invitation not sent, the user has blocked invite emails.’ message. Have confirmed with user that ‘do not recieve emails’ box is unchecked. User has followed this procedure:
1. Make sure you are not logged in to the blog or your wordpress account.
2. On https://subscribe.wordpress.com/ enter the email address used on WordPress.com and click on “Request details”.
3. You will receive an email titled “[Subscribe] Your Subscription Details” containing a link looking like this: https://subscribe.wordpress.com/?key=a111b222&email=wp%wp.com.
4. Copy that link in your browser address and add &unsub_invites&option=cancel at the end.
5. You should get a line that looks like https://subscribe.wordpress.com/?key=a111b222&email=wp%wp.com&unsub_invites&option=cancel — click enter to load it.
6. A confirmation message will appear: “You will now receive invite emails again at [email redacted]. To stop receiving them, click here”.
7. https://en.forums.wordpress.com/topic/invitation-not-sent-the-user-has-blocked-invite-emails-error-message-1?replies=14this seemed successful, but after waiting an hour and resending invite I am still receiving the same message. Please advise and/or unblock the users account.

What role are you trying to invite them for? Just as a viewer or as a contributor?
I am seeing that user as following your blog.

Trying to invite them as author. The user has followed for a while, but now wants to make a post of their own, so I’ve only just discovered that I can’t invite them as author.

So, the short version is that I’m going to need a request from that user to unblock those emails.
Sorry, but it’s one of those security things.

Here are the instructions to unblock invite emails:
1. On https://subscribe.wordpress.com/ enter the email address used on WordPress.com and click on “Request details”. (The user needs to be logged out to see the box.)
2. You will receive an email titled “[Subscribe] Your Subscription Details” containing a link looking like this:
https://subscribe.wordpress.com/?key=a111b222&email=wp%wp.com.
3. Copy that link in your browser address and add &unsub_invites&option=cancel at the end.
4. You should get a line that looks like this:
https://subscribe.wordpress.com/?key=a111b222&email=wp%wp.com&unsub_invites&option=cancel — click enter to load it.
5. A confirmation message will appear: “You will now receive invite emails again at (email visible only to moderators and staff). To stop receiving them, click here”.
Once this is done, you will be able to receive invite emails again.
I apologize for the inconvenience. I realize that it’s currently easy to block invite emails, but not straightforward to undo this action. We are looking into improving this.

As I mentioned in my original post the user had already tried this method. On receiving your post we tried again, and I’ve just tried to re-invite. Still getting the ‘user blocked’ message.
Please advise on next steps. -
And they get all the way through to the message that says:
