It sounds like you might need to reach out to the hosting provider. What is the site URL?

Thanks. WordPress.com is not your hosting provider.
The site does use our Jetpack plugin though, which is linked to the account you’re using.
When I run the site through the Jetpack debugging tool I can see that the XML RPC is not responding.
