  I think the Recipe Box plug-in should be included with the others on wordpress.com! It looks like you may only be able to add these if you have gone the download route for wordpress.com rather than simply creating a site. Food blogs are one of the most popular and this plug-in immediately enhances the posts on a page! https://wordpress.org/plugins/recipe-card/

  On WordPress.com, you can use shortcodes to embed a recipe with consistent formatting, basic metadata, and an option to print. See here http://en.support.wordpress.com/recipes/
