  Hi there,

  On WordPress.com, you are not able to upload any plugins from outside. If that plugin is necessary for your blog, you had better using self-hosted website with WordPress.org.

  If you are not sure about the difference between WordPress.COM and WordPress.ORG, this support document is helpful.
