  Can I add a recipe plugin if I’m just on the free version of wordpress? Or will I have to upgrade?

  You cannot add external plugins to any account hosed st WordPress.com. The plugin functionality that is offered is built in – and those built in plugins are listed here:https://en.support.wordpress.com/plugins/

  However for recipes, there is a handy recipe shortcode that will allow you to create consistent recipe layouts:
