Morning!
I want to recreate a website in WordPress and then at a later date transfer the new WP site onto a domain I own. Is this possible?
Absolutely :) This is a pretty common request. You’ll want to go ahead and get your premium plan added to the account via https://wordpress.com/pricing/
Don’t add your domain yet.
Build the site on your free .wordpress.com address, and then, once you are ready, connect the domain via mapping.
This process lets you keep the current site up until you are ready to launch the new one.
Here are some tips on getting that free site set up:

4. https://en.support.wordpress.com/getting-more-views-and-traffic/When you’re ready, connect the domain through mapping. Click on My Sites- Domains- Add- Map it! The detailed steps are on this page:
https://en.support.wordpress.com/domains/map-existing-domain/The free site can be hidden from the internet and search engines as well by editing a basic privacy setting. Some folks like to use that until they’re ready to launch. See here: https://en.support.wordpress.com/settings/privacy-settings/
Write back to me with any other questions.
