There are two urls of deleted blogs which I like to use. How can I do this? How can I find when the blog urls will be available?
The blog I need help with is: (visible only to logged in users)

Deleted wordpress.COM blog URLs are not recycled, regardless of who registered and deleted them and the only exceptions are made are for URLs that were deleted 2 or more years ago. http://en.support.wordpress.com/recycling-blog-names/
You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

Sites already deleted by their authors two or more years ago may become available again, if they present no username or other technical conflicts. Do you see a deleted site with an address you would like to have? You can try registering a new site with that address here. If it is available, it will be yours.

I’m pinning my hopes on the 2 year rule. Is there a way to know how long I should wait?

Now according to this thread, the url https://tomasomeachair.wordpress.com/ was deleted on March 2013. It still remains deleted; more than 2 years. But I am unable to register it. -
If you clicked the link I provided that was in that relevant and up to date support doc at https://en.support.wordpress.com/recycling-blog-names/ and were not successful then you cannot register that site. It is not available.

Q1) Can you tell me when these two blogs were deleted?
Q2) The blog https://tomasomeachair.wordpress.com/ was deleted on March 2013. Do you know the reason why this blog is still not available?

The key here is in this line:

Addresses that match a username on WordPress.com are never recycled. There are also a few other cases, like suspended sites, where the addresses cannot be re-used. So in those cases you won’t be able to register the addresses again even if the sites were deleted over two years ago.
In this case both the addresses you want to use match usernames on WordPress.com, so they cannot be recycled.
This policy isn’t set in stone and might change in future, but at the moment we have no way of letting you use those addresses.
