Recycling Blog Addresses

  I want to take over someone else’s blog address. I found this advice

  http://en.support.wordpress.com/recycling-blog-names/

  which says to get the other person’s permission. Which I have. However, it doesn’t actually give any more steps after that. Who do I contact to swap it over to my email address? What are the next steps basically?
