Redesigning site in WordPress while existing site is live elsewhere

  How should I set this up? Do I use the free wordpress domain then change it when we are ready to go live with the new site? How do I do that? Or do I do something else. I can’t even sign up to pay for anything until I know this.

  That is exactly the way to do it. Purchase a plan for your site when you’re ready to create/map/transfer a custom domain.
