You can simply write a post notifying users of the blog’s status. If you will not be working on the blog during this down-time, this should work for you.
If you are attempting to accomplish something else that I am missing, please feel free to clarify.

Well, it’s more complicated than that. I am starting a new job which requires that I stop publishing incendiary missives.
It’s more like when you change the privacy settings to require a password, except that I’d like to have a message for people to read as to why the site is temporarily down.

I think you could create a new page with the appropriate message in it, set it as a (public) static front page, and remove all pages and widgets you had that would lead to the posts. As an extra precaution you may also set your posts to private.
