  I want to use the plugin on wordpress.org to redirect from my blogger blog but cannot get the plugin to appear in my dashboard.

  The blog I need help with is: (visible only to logged in users)

  Hi!

  It is not possible to install plugins on WordPress.com, for security reasons. Plugins can only be installed on self-hosted WordPress.org blogs. The difference is broken down here:

  WordPress.com vs. WordPress.org

  I’m happy to find a way to achieve what you’re looking for at WordPress.com though. Could you explain a bit more? Are you trying to redirect your Blogger blog to ssu.kitchen or the other way around?
