Redirect from Subdomain and CSS Customization

I currently have a sub domain which I’d like to redirect to my current blog here on WordPress.com. As far as I understand, that is just a matter of redirecting traffic from the sub domain to the blog — but is there any special credit I need to have in order to do so? In looking through the boards a little bit, I noticed someone mentioned a “mapping credit,” and I wasn’t sure it applied in this case or not.
Second, I plan on purchasing the custom design upgrade as well as a premium theme either from here or a third party theme website. I’m pretty familiar with CSS and would like to make certain changes, not just related to fonts and color, but width, height, and overflow of containers, controlling the sizes of widgets, headers, etc. Will I have that ability if the need arises?
