Redirect outside of WordPress and a different URL

I would like to redirect the domain joeshadelgc.com to my new site joeshadelgeneralcontracting.com. The new site is not hosted on wordpress. I read the redirect instructions but I have to pay first before I know it it will work this way. Before I pay to use the redirect on wordpress can you tell me if it will work. Also, why is there a yearly fee? Once I redirect isn’t redirected and that’s it?

Yes, it will work. The fee is yearly because all upgrades here are yearly.
You could just change the nameservers to point to the other blog, for free. Up to you.

But the redirect is just to keep Google ranking of my existing site and bring it over to my new site. Once that is done why would I need to do it year after year?
If I just change the name servers and forward to my new url I am not keeping the page ranking I had on my existing wordpress site, correct?

You don’t need to do it after the first year. So just buy it once.
Changing hosting always has an effect on Google rank. You will drop, there is no way to avoid it. You don’t drop by much, but expect 20% or so drop in traffic from search engines.
