  I had Ref Tagger in my other wordpress blog attached to my website… Is it not provided in WordPress.com blog post?

  You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting. There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability. There never has been as blogger installed plugin capability here as they are not permitted here at WordPress.com for various security reasons. No upgrade changes that reality.   The code is JavaScript and the software here will continue to strip it out to provide security as this is a multi-user blogging platform.
