Refer a friend isn’t working

I followed the instructions to be able to refer a friend; however, when I navigate to Tools -> Earn, Refer a friend isn’t there as an option

Are you able to confirm your friend:
- clicked the referral link to start their account with us
- they purchased an upgrade plan with us

I can’t even get a referral link to send. That’s the issue.
When I navigate to Tools, then Earn, “refer a friend” is not an option.

What is the URL of the site you are logged into when you are looking for the “refer a friend” option?

I received an email “Earn WordPress.com credits with the Refer-a-Friend program”
I clicked the link in the email.
That brought me here: https://wordpress.com/blog/2020/07/17/referral-program/?utm_campaign=1750453&utm_content=2412044&utm_source=iterable&utm_medium=emailI followed the instructions to login into my WordPress admin site, navigate to Tools then Earn. I have all the other options to Collect Payments, Accept Donations and Tips, etc. But I don’t have the option that states “Refer A Friend, You’ll Both Earn Credits” as in the picture in the instructions.

You have both WordPress.com and WordPress.org sites on your account.
As this is the WordPress.com Referral Program, make sure you’re doing this under https://melanietoups.wordpress.com/
To clear up any confusion, WordPress.com and WordPress.org are two different entities: https://wordpress.com/support/com-vs-org/
