Reftagger plugin (can I use this on a premium WordPress.com blog?)

I was considering upgrading my blog to premium WordPress.com and was wondering if I would then be able to use the http://reftagger.com/ plugin in my blog?
The blog I need help with is: (visible only to logged in users)

There is no FTP access and no plugin capability on free hosted WordPress.com blogs.
