If you wish to contact Staff about the charges you see on your statement, please use this form (which works even when the main contact form is closed): http://en.support.wordpress.com/contact/?whywasi=charged
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
The refund period for Domain Registrations and Renewals is 48 hours. https://en.support.wordpress.com/my-upgrades/#canceling-upgrades
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades
Note these two locations please:
Dashboard > Store > My Upgrades
https://en.support.wordpress.com/my-upgrades/Dashboard > Store > Billing History

Hi Alex,
I’ve accidentally forgotten to turn off auto renewal on my site and was charged $99 today. I have no intention of getting a premium account and how can I receive a refund?
Thanks,
Chao -
Hi Chao,
You successfully removed the Premium plan from your site. The $99 charge today was an authorization hold that I’ve now voided. Your bank will remove the authorization hold from your account, usually in 2 – 5 business days (each bank handles it differently.)
You can expect no further charges. :)
