I purchased WordPress premium last night and cancelled it last night as well. It said purchases within 30 days are refundable however I got a message saying I would not be refunded…help?

That’s strange. What is the URL of the .wordpress.COM blog you purchased the upgrade for and exactly which username account registered the blog and purchased the upgrade for it?
Did you use the process that follows?
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. When you are logged in under the same username account that purchased the upgrade what do you see in these two locations please?

Thanks so much for your reply! I followed those steps you laid out while logged into my account.
In the my upgrades I see “Domain Mapping” which I also cancelled and under my billing history I see “WordPress.com Premium” with a charge of 129.00 and “Domain Mapping” with a charge of 17.00
