Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel an upgrades, claim a refund for any qualified upgrades, and disable auto-renew.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. Please always ascertain exactly which domain URL is involved in any refund request because if the upgrade is canceled then there is no guarantee that the domain URL can be retrieved.In most cases bloggers retain any domain URL they purchased as an upgrade through wordpress.COM due to the forgoing. They get a partial refund only, hire a web host and then use this https://en.support.wordpress.com/domains/move-domain/ process to use the domain URL on another site.

P.S. If I may be so bold as to offer advice know that tag searches here are productive and relying only on the support docs means you can miss a lot. Also if you are a Staff wannbe know that we regular Volunteers can and do answer the repetitive questions posted day in and day out and have been doing so for many years. Those who want to be on Staff tend to answer CSS editing questions and support questions that require deeper problem solving skills.
