I purchased a premium theme from another provider. After purchasing the package I did from wordpress.com, my purchased theme can not be uploaded. I am a little confused on how I purchased a package and can not use my custom theme. I would like a full refund please.

WordPress.com and WordPress.org are separate and different. You are confusing wordpress.com hosted blogs and wordpress.org installs on paid hosting.
The only themes we can use here at wordpress.COM on wordpress.COM hosted blogs are found at https://wordpress.com/themes/
You cannot install any custom theme or any third party theme into any wordpress.COM hosted blog and there is no upgrade that changes that. There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

If you purchased a bundle of upgrades from wordpress.COM and want a refund please read on.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel an upgrades, claim a refund for any qualified upgrades, and disable auto-renew.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. If you purchased your domain through wordpress.COM know that canceling it provides no guarantee that you will be able to register it again.
