I was charged $26.00 from WordPress to my Paypal account.
For a blog/website under ‘Linenlaceforvintagebrides’ I created that blog a year ago and never purchased a domain. I don’t even use that blog because I don’t have a computer yet. I’m not sure why I was charged $26 the other day when I haven’t used WordPress in a year. PayPal asked that I contact you before they will file a dispute. I would like a refund from WordPress so I don’t have to file a dispute with PayPal.

That charge is related to domain mapping renewal with a private registration charge for http://linenlaceforvintagebrides.com/Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and cancel any upgrade.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
The refund period for Domain Registrations and Renewals is 48 hours and is clearly stated here. https://en.support.wordpress.com/my-upgrades/#canceling-upgrades
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the exact same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel domain mapping and request a refund from your dashboard > Store > My Upgrades. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades

The WordPress.com user account you are posting from does not have any upgrades associated with it.
So you must have ended up with a second WordPress.com account at some point. You will need to log into the other account in order to cancel the upgrade and request a refund.
