This is a peer support forum where Volunteers ie. your fellow bloggers answer support questions. We do not have backend access to blogs. We do not provide support by email. You need to contact Staff as only they deal with financial transactions. You will have to contact Staff. Here’s the link http://en.support.wordpress.com/contact/ After you use the searchbox, under the search results, at the bottom of the page there will be a section that says “Have you found the answer to your question?” You can choose either “Yes I found the answer to my question.” or “No I didn’t find the answer to my question and I would like to contact support for help.” The no option will reveal the contact form.

This is incorrect. I used the searchbox and saw various search results, but there is no “Have you found the answer to your question?” option. I am also in need of a full refund, and I only purchased this about an hour ago, so I am getting this request in at the right time.
Since Support is claiming to be down, how am I supposed to get this refund?

You can email (email visible only to moderators and staff) provide all your details to Staff in your email.
