Refund

I was charged for $ 99 but did not do any upgrade. I’ve not used my wordpress for at least 3 years and was charged on my credit card. I never signed up my credit card on WordPress and when I go to the Store, there is no purchase made. Please, I need to know how to request a refund. I’m in Brazil. Is there a local support for cases like that?
