WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours. Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. 3. Exactly which username account registered the underlying .wordpress.com blog and purchased the upgrade for it?
4. When was the upgrade purchased?

Refunds can take up to 10 business days, as @timethief stated above. Your plan was refunded on 2 March, which is only 4 business days ago, so it’s to be expected that it won’t be in your account yet.
Refunds are issued immediately on our end, but the delay is caused by your bank’s processing times. For most banks it’s up to 10 business days, or otherwise up to two statement cycles. If you don’t see the refund reflecting in your account after 10 business days, please follow up with your bank directly.
