  it has been over 7 days and I am yet to receive a refund. Where do I go from here?

  I don’t see any history of upgrades bought on this user account. So there has not been any charges or refunds on this account.

  Yes, WordPress.com refunds can take ten days to reach you. At that time it is best to inquire with your bank about any delays on their side. They can also tell you how the refund will appear in your statement.
