I am trying to reactivate my upgraded account which I have sign up on 10th June. An email sent to me stated that refund has been arranged which I do not see in my bank statement. Was I really charged, if yes, can it be reverted to my current situation?

Which wordpress.COM account registered that site and purchased the upgrade?
What is/was the domain URL?
When was it purchased?
When was it cancelled?Did you carry through and you use the appropriate process found here at Canceling and Refunding Purchases https://en.support.wordpress.com/manage-purchases/#canceling-and-refunding-purchases to cancel and request a refund?
Refunds https://en.support.wordpress.com/refunds/ are time limited.
• WordPress.com provides a 30-day refund from date of purchase on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
• The refund period for Domain Registrations and Renewals is 48 hours.
• It takes from 1 – 2 weeks or 7 – 10 business days for the refund to be received after canceling an upgrade and requesting one.
